Background

It is crucial that everybody in the labour market is able to access high quality information, advice and guidance when they are looking for employment or training. This helps them to understand the labour market and to make informed decisions about the next steps to take in their career. It is the bridge between unemployment and work for most people.   

In the current climate of growing uncertainty, with rapidly changing labour markets and rising unemployment, the challenge of finding work becomes tougher every day for all unemployed people. Unemployed migrants can face many additional obstacles when they are seeking work, such as language and cultural differences, education standards, accreditation of qualifications, lack of knowledge from employers and advisers concerning the legal position of migrants and whether or not they have the right to work. Some migrants also face discrimination and hostility. 

All agencies delivering information advice and guidance need to deliver high quality services which can also take into account the added barriers faced by migrants to accessing jobs and training, especially jobs which are high quality and which will not trap them in exploitative and low paid jobs.  

Accessing the high quality advice and guidance which they need has always been hard for migrants. With increasing pressures on them, advice agencies are becoming harder pressed and even less equipped to meet their needs. There are growing numbers of new programmes and services aiming to help integrate new migrants into host communities and countries. However, these often lack a high quality Information, Advice and Guidance element geared to their needs which can deliver high quality support to help them make informed choices about their education, training and employment options. 

This is the basis behind the idea of developing a European toolkit for information, advice and guidance providers.
